Improvements in customs security
Switzerland will participate in the EU's Import Control System 2. This means that customs data, which is mainly generated in online trade, will already be transmitted from the country of origin when the goods are shipped. This enables an efficient and comprehensive risk analysis on the part of the Federal Customs Administration.
The update of the 2009 agreement between Switzerland and the EU on the facilitation of inspections and formalities in the carriage of goods and on customs security measures (ZESA) will increase security in the international movement of goods and advance the digitalisation of customs processes. It also ensures that the level of security between Switzerland and the EU is maintained and that the facilitation of goods traffic between Switzerland and the EU can therefore continue.
Import Control System 2 (ICS2) is being implemented by the Federal Customs Administration as part of the DaziT digitisation and transformation programme. The first stage of ICS2 is currently being introduced in the area of postal traffic.
On the basis of the CESA, Switzerland and the EU form a common customs security area. In this security area, the parties apply equivalent security regulations and waive corresponding security measures between themselves as they apply to third countries.
The Parties have agreed on an adaptation of Chapter III and Annexes I and II of the CESA. The relevant Decision of the Joint Committee of 12 March 2021 shall be applied provisionally with immediate effect, subject to ratification.
