First insights into the national security joint exercise SVU 19
During the exercise of the national security alliance SVU 19, command and control bodies train to cope with a prolonged terrorist situation in Swiss regions.
The purpose of SVU 19 is to review how the security organisations involved can manage a crisis situation and how they cooperate in a tense terrorist threat situation. The scenario is a prolonged terrorist threat through attacks against critical infrastructures, extortionate demands and threatened attacks.
The Zug cantonal government has overall responsibility for crisis management in the canton of Zug. He visited the command rooms of the Zug police to find out about the fictitious situation and the cooperation within the cantonal command staff (KFS). During his visit, the cantonal government was impressed by how well the crisis management team was functioning.
Stephan Schleiss, the head of the cantonal government, said: "Exercises like this are very good preparation for an emergency. We are convinced that the canton of Zug is very well prepared.
Modern infrastructure
The Zug cantonal government council had the cooperation with the federal government and the internal processes explained to it. He also got a good impression of the recently renewed infrastructure in the command rooms. The head of the KFS, Urs Marti, was also very satisfied with the organisation of the exercise:
"In particular, the newly organised rooms and the modern technology facilitate cooperation in the KFS." The various functionaries will find an infrastructure that enables them to start work immediately in an emergency.
New legal basis from January
The exercise is also taking place in the canton of Zug in view of the renewed legal standards for the protection of the population in the event of major events, disasters and emergencies, which will come into force on 1 January 2020. The new law replaces the outdated Emergency Organisations Act and guarantees the ability of cantonal or communal legislative and executive institutions to act in the event of an incident.
