Exercice du Réseau national de sécurité 2019 (ERNS 19)
The second exercise of the Réseau national de sécurité (ERNS) was held in November 2019 with the aim of analysing and continuing to develop structures, organisations and processes efficiently. The detailed concept was approved by the political platform in November 2017.
The first exercise of the Réseau national de sécurité (RNS) took place in 2014. The partners of the Réseau national de sécurité (RNS) were confronted with an electricity shortage and a pandemic of influenza. The exercise enabled important conclusions to be drawn on how to deal with a complex emergency situation and to make a number of recommendations to the managers with a view to improving and developing the RNS.
Synergies
The general planning of the major exercises, decided by the Federal Council in January 2016, should allow for continued improvement of cooperation between the cantons and the Confederation. By benefiting from synergies, sharing experience and coordinating resources, it is possible to increase the effectiveness, efficiency and quality of the exercises. The implementation of the exercise has been entrusted to the base exercise team of the National Security Network in the field of security policy, attached to the General Secretariat of the DDPS. Former State Councillor Hans-Jürg Käser was appointed director of the exercise.
The Federal Council decided that the scenario for ERNS 19 should be consistent with that of the Strategic Conduct Exercise 2017 (ECS 17). The aim of ERNS 19 was to assess how Switzerland would be able to face up to a long-term terrorist threat, if the relevant bodies could be put in place quickly and if they could be sustained over time. Specific objectives were also defined for the four sub-projects (protection of the population, police, army and crisis communication).

These were analysed by the participants within their organisation. The exercise was conducted in a decentralised manner in the participants' usual offices.
